Cleveland Park Business Association Retail Support

The District of Columbia Office of the Deputy Mayor for Planning and Economic Development retained JS&A to educate the Cleveland Park Business Association (CPBA) about retail market opportunities and work with the neighborhood nonprofit to develop strategies to enhance local business conditions and help revitalize the neighborhood.

JS&A was retained to help guide CRA decision making by conducting an in-depth market analysis, determining an optimal land use arrangement, and estimating anticipated revenues on site. Based on this work, JS&A was retained for a second phase including a detailed financial analysis.

JS&A led a series of workshop discussions with members of the Cleveland Park Business Association to understand the needs and concerns of the business community. JS&A issued and assessed online and print surveys to further solicit input from the greater business community and worked in coordination with the business association and city officials to develop recommendations that had the support and buy-in of both stakeholder types. JS&A was retained in a second phase to guide the CPBA in implementing the strategies developed in the first project phase.

Based on market analysis findings, JS&A assessed the most appropriate land uses for the building, evaluating the market viability of each land use, the opportunity to meet CRA and City objectives, and expected revenue streams associated with each land use.  JS&A developed a preferred and alternative building program based on the highest and best use assessment, recommending the square footage of each land use for each floor and applicable market positioning and orientation.
