AGRICOLA DEVELOPMENT IMPACT ANALYSIS

JS&A provided real estate analysis and development advisory services to Sandricourt Farms LLC to aid the development of a 3,100 acre greenfield site in Clay County, FL. The proposed new urbanist community will have 4,000 residential units, a hotel, and over 1 million square feet of commercial land uses. The master plan and Comprehensive Plan amendment were awarded preliminary approval in December 2023.

JS&A supported the Agricola development project by conducting a comprehensive market analysis to recommend an appropriate mix and phasing of retail, office, hospitality, and industrial/flex uses, while serving as a development advisor to Sandricourt Farms, LLC throughout predevelopment. The team evaluated the project’s financial feasibility through detailed pro forma modeling, assessing costs, revenues, value, and return on investment across individual phases and full buildout. JS&A also quantified economic, fiscal, and community impacts generated during construction and stabilized operations, using IMPLAN modeling and local data to estimate job creation, labor income, total output, and municipal and county tax revenues, and to articulate broader community benefits such as affordable housing, new amenities, and employment opportunities. In addition, JS&A identified opportunities for public–private partnerships with Clay County, developed an overall phasing framework, and supported presentations and analysis used during the county approvals process to inform project scope, scale, program, and urban design.
