DEVELOPMENT IMPACT ANALYSIS
The City of Placentia, CA selected Jon Stover & Associates to assess the anticipated impacts of various possible development projects at 777 W. Orangethorpe Avenue/776 S. Placentia Avenue, the current site of a vacant car dealership. This study assessed the economic impacts of three potential developments, including the renovation of the existing on-site commercial building with the site continuing its former use as a car dealership. In addition, the anticipated state and local tax revenue, or fiscal impact, generated by each potential development scenario, were assessed.

The analysis quantified both construction-period and stabilized operational impacts using IMPLAN with county-specific economic multipliers, assessing direct, indirect, and induced effects as well as total projected revenue, employment, and on-site wages and salaries. JS&A also evaluated the net fiscal impacts of each scenario during construction and long-term operations, including anticipated tax revenues, net-neutral development impact fees, outside agency fees, and general fund revenues. In addition, the study examined how each development scenario aligned with the City’s community vision by assessing consistency with existing zoning, the proposed General Plan Land Use Map, General Plan economic development goals, and citywide housing objectives. Findings for each scenario were synthesized into clear, easy-to-follow comparison matrices to support effective communication and informed decision-making by city staff, elected officials, and key stakeholders.
